Noam Tunnel was built during the Japanese Occupation and was originally a tunnel that the Mugunghwa train traveled on to connect Seoul to the Yeongdong region. There are claims that genocide of civilians was committed here during the Korean War. And during the KTX railway construction for the 2018 Pyeongchang Winter Olympic Games, the railway was moved underground in downtown Gangneung, and the original railway area was transformed into a park. It was necessary to no longer have the tunnel be a separate and independent space, but had to be expanded into and considered within the context of the surrounding area of Noam-dong. Gangneung International Art Festival aims at conducting meaningful research based on the history and stories closely related to Noam Tunnel to demonstrate how the art of the times made relationships with local interests, intimacy, and solidarity, sharing of experiences, etc. The abandoned tunnel was transformed into a tourist attraction, and traces and memories of a long time ago can be found all around. A tunnel where it seems that there is no end to the darkness but soon after ushers in bright light. The moment you meet the light at the end of the tunnel, a scene that can only be described as being brilliant will unfold in front of your eyes.
