The Seobu Market Union Learning center is located on the second floor of the Seobu Market building. Markets need various members aside from shopkeepers. The Seobu Market Cooperative helps lead the market responsibly. It is also a place where the voices of shopkeepers experiencing difficulties or need help gather. It offers a wide range of assistance in pace with the changes of Seobu Market, and it is striving to improve the environment to help boost the traditional market.
Here, GIAF will display the works of Bahc Gayeon and Song-Ming Ang here. The works of Bahc Gayeon that use traditional and folksy motifs reveal life and customs at this place where the breaths of people can be found all around. Song-Ming Ang’s works inquire about the multifaceted relationships of individuals, music, and society to suggest an opportunity for harmony at Seobu Market, which may be the most frequently passed space of the people of Gangneung.

서부시장 상가번영회 교육관은 서부시장 건물 내 2층에 위치하고 있다. 시장은 상인들 외에도 여러 구성원을 필요로 한다. 서부시장 상가번영회는 시장을 책임있게 이끌어가는 역할을 하는 곳이다. 어려움이나 도움을 필요로 하는 상인들의 목소리가 모이는 곳이기도 하다. 서부시장의 변화에 발 맞추어 다양한 지원을 하고 있으며, 전통시장 활성화를 위해 환경 개선 노력을 진행하고 있다.
GIAF는 이곳에 박가연과 송밍앙의 작품을 전시한다. 전통적이고 토속적인 모티프가 활용된 박가연의 작품은, 사람들의 숨결이 가장 많이 묻어 있는 이곳에서 삶과 풍속을 드러낸다. 또한 송밍앙의 작품은 개인-음악-사회가 맺는 다면적인 관계에 대한 물음을 통하여 화합의 장을 제시한다.
